Eclipse Luna Can't Create App Engine / GWT App With GPE 4.4

I installed a fresh copy of Eclipse Luna (4.4) for Java EE and then installed the latest Google Plugin for Eclipse (GPE) from here https://goo.gl/Kb2nkH However, I cannot create a new "Web Application Project" for App Engine / GWT because the option is not available in File->New ... and searching under File->New-Other reveals nothing. Has anyone had success with GPE for Eclipse 4.4 ??
